CreateTowRecord

Creates a new Tow Record.

**CreateTowRecord** Parameters:

AttemptId	body	Guid	No	The Collection Attempt Id.

LicenseState	body	string	Yes	The License State.
PlateType	body	string	No	The Plate Type.
